Ukrainian road PPP pre-feasibility study underway

The World Bank and the IFC are completing pre-feasibility studies for six road projects in Ukraine, with the prospective projects potentially being brought to the markets as PPPs. 

Each project will be a brownfield development and in total have an initial capex of €300 million each. The proposed developments will be put up for public consultations and will be progressed to feasibility stages depending on urgency.

Ukrainian awarding authority Ukravtodor will reportedly bring 2-3 projects to the market at a time. Advisers on the pre-feasibility study include Castalia (corporate), E&Y (commercial), Bilfinger (technical) and Aagreca (legal). New advisers are thought to have been appointed for the feasibility stage, with the projects likely brought to the market in 2022-23.
